As a key School of Marxism of Guangdong Province, the School of Marxism of Shenzhen University has, at the request of the Publicity Department of the CPC Guangdong Provincial Committee, carried out theoretical outreach for grassroots officials and members of the public since 2024, entering into pairing and joint development with two cities each year and delivering some 60 sessions in total. In 2026, this grassroots theoretical arming work was upgraded to a higher level: the School of Marxism of Shenzhen University entered into pairing and joint development with Zhuhai City and Meizhou City. Focusing on the four capabilities of decision-making service, theoretical study, theoretical outreach and the development of schools of Marxism, the School and the two cities will jointly carry out no fewer than four research projects on key topics, hold 10 theoretical tutorial lectures and 20 grassroots theoretical outreach sessions, and provide "one-to-one" targeted assistance to the schools of Marxism of higher education institutions in the two cities, so that the Party's innovative theories may strike root and resonate in people's minds across the two cities and provide solid theoretical support for writing a new chapter in Guangdong's practice of Chinese modernization.
On April 20, 2026, an expanded study session of the theoretical study group of the Education Work Committee of the CPC Zhuhai Municipal Committee was held at the Zhuhai Municipal Education Bureau. Liu Zhi, Dean and Distinguished Professor of the School of Marxism, Shenzhen University, was invited to deliver a special tutorial lecture titled "Some Reflections on Building an Education Powerhouse." This was the first activity since Zhuhai City and the School of Marxism of Shenzhen University entered into pairing and joint development. The session was attended by members of the leadership teams of the Education Work Committee of the CPC Zhuhai Municipal Committee and the Zhuhai Municipal Education Bureau, as well as leading officials from the education departments of all districts of Zhuhai, higher education institutions located in Zhuhai, schools directly under the Bureau and the divisions of the Bureau.
The Outline of Plan for Building China into a Leading Country in Education (2024–2035), issued in early 2025, is a programmatic document for advancing the modernization of education and building an education powerhouse in the new era. In his lecture, Dean Liu Zhi began with the question of "why the transition of education from 'large' to 'strong' is so urgent," and elaborated on the "three attributes," "six characteristics" and "eight systems" of building an education powerhouse. Drawing on the law governing the shift of the world's centers of scientific and technological innovation and on the current scale and quality of China's education, he analyzed the strategic context and practical path for implementing the Outline. He stressed the need to uphold the fundamental task of fostering virtue through education, to coordinate strategic thinking with substantive development, and to advance the high-quality development of education through such key forces as the guiding force of ideological and political education, the competitiveness of talent and the supporting force of science and technology.
It is learned that this tutorial lecture was also the first theoretical tutorial lecture held in Guangdong Province, fully demonstrating the sense of responsibility of a special economic zone that takes the lead. Dean Liu Zhi's lecture won unanimous praise from the leaders of the Education Work Committee of the CPC Zhuhai Municipal Committee and the Zhuhai Municipal Education Bureau. Going forward, the theoretical tutorial lectures and grassroots theoretical outreach for the two cities will be carried forward in an orderly manner.
