According to the "Student Financial Aid Fund Management Measures" by the Ministry of Finance and the Ministry of Education, the "Shenzhen University Graduate National Scholarship Evaluation Measures", the "Shenzhen University Outstanding Graduate and Outstanding Graduate Student Leader Selection Measures", and relevant agreements for social scholarships at our university, the following guidelines aim to promote the reform of the graduate training system, improve the quality of graduate education, and enhance the role of scholarships in motivation and guidance. These guidelines ensure that the 2024 graduate scholarship evaluation for national scholarships, social scholarships, and outstanding graduate student leaders is conducted in an open, fair, and orderly manner. The following outlines the procedures:
I. Graduate National Scholarship
1. Eligible Candidates
Graduate students pursuing a master's degree at the School of Marxism, Shenzhen University (excluding those with extended graduation timelines).
2. Award Amount
The Graduate National Scholarship is funded by the central government, with a reward amount of 20,000 RMB per year for each master's student.
3. Number of Awards
A total of 1 recipient from the entire school.
4. Eligibility Criteria
(a) Love for the socialist motherland and support for the leadership of the Communist Party of China.
(b) Compliance with the Constitution, laws, and university regulations.
(c) Honesty, integrity, and strong moral character.
(d) Excellent academic performance, outstanding research ability, and significant development potential.
5. Evaluation Details
(a) The evaluation includes the student’s overall performance in moral character, academic achievement, scientific research, public service, and participation in social activities.
(b) The evaluation emphasizes the student's research abilities, particularly based on the number of academic papers published in CSSCI source journals, CSSCI extended version journals, and core journals. (CSSCI source journals are preferred over extended version journals, and extended version journals are preferred over core journals, with reference to the latest versions from Nanjing University Library and Peking University Library). The applicant must be the first author of the research papers, and if listed as the second author, the first author must be their supervisor.
(c) Research achievements are considered from the date of enrollment until August 31, 2024, and must be affiliated with the School of Marxism. If these research achievements were previously used in another scholarship evaluation, they cannot be reused for this evaluation.
(d) Only officially published papers will be considered. Acceptance notices will not be counted but may be used as a reference.
(e) All coursework must be completed and passed, and the weighted average grade for all required courses must be no less than 75 points.
VI. Selection Process
(a) September 6: The university issues the selection notice, initiating the graduate scholarship evaluation process.
(b) September 6 - September 11: The School of Marxism establishes the National Scholarship Evaluation Committee (referred to as the "School Evaluation Committee") with the main school leaders serving as the chairperson. Graduate supervisors, administrative staff, and student representatives will serve as members. The committee is responsible for drafting the selection guidelines for the school.
(c) September 9 - September 14: Eligible students who wish to apply for graduate scholarships must log into the Shenzhen University online service platform at http://ehall.szu.edu.cn/new/index.html, enter the "Scholarship Application" module, and complete the relevant scholarship application form online. Applicants for the National Scholarship must also upload the "Summary of Graduate National Scholarship Applicant’s Academic Papers, Research Achievements, and Awards" (see Attachment 2) into the system. After printing the application materials, applicants must sign the form and attach copies of their achievements. The signed form, with the supervisor’s (recommender’s) signature, must be submitted to Room 2614, Wenke Building. The system will be open for applications from 8:00 a.m. on September 9 to 11:00 p.m. on September 14. Individual application materials should include the following:
A double-sided printout of the "Graduate National Scholarship Application Form."
A copy of the applicant’s transcript (the weighted average score for required courses must not be below 75).
Signed research materials by the supervisor (copies of research projects and award certificates, the cover, table of contents, and first page of published papers, and proof of inclusion provided and stamped by Shenzhen University Library).
Signed copies of award certificates and other proof of exceptional performance by the supervisor.
Applicants must submit the bound materials to Teacher Bian in Room 2614 of the School of Marxism by 5:00 p.m. on September 14. Late submissions will not be accepted.
At the same time, applicants must fill out the "School of Marxism 2023-2024 Graduate Scholarship Applicant Information Summary Form" (see Attachment 3), selecting the "National Scholarship Worksheet" and completing it as required. (d) September 18 - September 30: The school organizes a review meeting for the initial evaluation of graduate scholarship applicants. Once the recommended list is confirmed, it will be publicly announced across the university (for no less than five working days) and the online review will be completed through the "Scholarship Management" system. After the public announcement, the preliminary list will be submitted to the Student Affairs Office for final approval by the University Evaluation Committee.
(e) October 8 - October 14: The University Evaluation Leadership Team will review the school’s recommended list and announce the university-level recommended list to the entire university.
(f) Students who have objections to the evaluation results may appeal to the School Evaluation Committee during the school’s public announcement period. The School Evaluation Committee must respond in a timely manner. If the student remains dissatisfied with the response, they may appeal to the University Evaluation Leadership Team during the university-wide public announcement period.
(g) By October 30, the University Evaluation Leadership Team will submit the final evaluation results to the higher authorities for approval.
(h) Once approved by the higher authorities, the university will issue the scholarship in a lump sum to the award recipients and award them an honor certificate while promoting the outstanding achievements of these students.

Pengcheng Scholarship: A one-time award of 10,000 RMB.
3. Number of Awards
One Pengcheng Scholarship recipient will be selected from the School of Marxism.
4. Eligibility Criteria
(a) Compliance with laws and regulations, patriotism, good character, and a positive attitude toward the university.
(b) Successful completion of all courses.
(c) Strong awareness of learning and innovation, outstanding research capabilities, and academic achievements. The candidate must meet at least one of the following conditions:
Awarded in a major academic competition. If candidates have equal qualifications, awards will be ranked by competition level and award grade.
Published high-value academic papers in authoritative domestic journals. In cases of equal qualifications, papers will be ranked by quantity, impact factor, and journal tier, from highest to lowest.
Outstanding achievements in research projects or innovative projects, with supporting documentation.
Other academic and research innovations, with supporting documentation.
5. Evaluation Details
(a) The evaluation of the Pengcheng Scholarship includes a comprehensive assessment of the student’s moral character, academic performance, research ability, public service, and participation in social activities.
(b) The evaluation emphasizes the student’s research ability, with the number of academic papers published in CSSCI source journals, CSSCI extended version journals, and core journals as the key criterion. (CSSCI source journals are preferred over extended version journals, and extended version journals are preferred over core journals, based on the latest versions from Nanjing University Library and Peking University Library). The applicant must be the first author of the research papers, and if listed as the second author, the first author must be their supervisor.
(c) Research achievements considered are those obtained from the start of the student's enrollment to August 31, 2024, and must be affiliated with the School of Marxism. Achievements that were previously used in other scholarship evaluations cannot be reused for this evaluation.

The number of Outstanding Graduate Student Leader awards is 2.

The Outstanding Graduate Student Leader award primarily recognizes exceptional performance in social work by graduate student leaders. Candidates must meet the following criteria:
(a) Have served as a graduate student leader at the school or university level, or as a leader in a student organization, for a cumulative period of one year, or have served in a public service organization for one year.
(b) Have demonstrated outstanding performance during their tenure, with supporting materials and evidence.
(c) Have a positive attitude toward learning and have passed all required courses.
(d) Service of more than one year in public service organizations outside the department may also be considered for eligibility.

Other Matters:
For proof of papers, it is not necessary to obtain a retrieval certificate from the library. Students can upload screenshots of relevant database searches themselves. Retrieval instructions are provided in Attachment 4, and the library consultation phone number is 26537002.
Graduate students applying for scholarships must have passed all their courses, and the grade ranking will be based on data from the academic system.
The evaluation of graduate scholarships must adhere to the principles of openness, fairness, impartiality, and merit. All relevant national education laws must be strictly followed, and any falsification will result in immediate disqualification.
For matters not covered in this notice regarding the selection of the National Scholarship, please refer to the "Graduate National Scholarship Implementation Rules" and the "National Scholarship Evaluation Measures for Regular Higher Education Institutions" issued by the Ministry of Finance and the Ministry of Education.
The guidelines for selecting outstanding graduate student leaders are detailed in the "Shenzhen University Selection Measures for Outstanding Graduate Students and Outstanding Graduate Student Leaders". Professional degree graduate students who are studying while employed will be evaluated according to the "Shenzhen University Awarding Measures for Professional Degree Graduate Students Studying While Employed", and specific matters will be communicated by the respective school.
The evaluation of the Graduate Academic Scholarship will begin in mid-to-late September.
