Detailed Regulations for the Evaluation of Graduate Scholarships for the 2024–2025 Academic Year
Preamble
In accordance with the Administrative Measures for Student Financial Aid Funds issued by the Ministry of Finance and the Ministry of Education, the Regulations on the Evaluation of the National Scholarship for Graduate Students of Shenzhen University (Revised), the Regulations on the Selection of Excellent Graduate Students and Excellent Graduate Student Cadres of Shenzhen University, and relevant social scholarship agreements, these regulations are formulated to promote the reform of the graduate education funding system, improve the quality of graduate cultivation, and enhance the incentive and guiding functions of scholarships.
To ensure that the 2025 graduate scholarship evaluation process is open, fair, and well-organized, the School of Marxism hereby announces the evaluation procedures and criteria for the National Scholarship, Social Scholarship, and Excellent Graduate Student Cadre Award.
Part I. National Scholarship for Graduate Students
1. Eligibility
Full-time master’s students enrolled in the School of Marxism, Shenzhen University (excluding those who have postponed graduation).
2. Award Standard
Funded by the central government, each awardee receives RMB 20,000 per year.
3. Quota
2 awardees in total for the School.
4. Eligibility Requirements
Applicants must:
Love the socialist motherland and support the leadership of the Communist Party of China;
Abide by the Constitution, laws, and university regulations;
Be honest, trustworthy, and of good moral character;
Exhibit excellent academic performance, strong research ability, and outstanding potential for development.
5. Evaluation Criteria
The evaluation will comprehensively assess the applicant’s ideological and moral qualities, academic performance, research ability, public service, and participation in social activities.
Emphasis will be placed on research ability, with the number of academic papers published in CSSCI journals (source, extended, and core editions) serving as a key indicator. The priority order is: CSSCI source > CSSCI extended > core journals (as per the latest versions from Nanjing University Library and Peking University Library). Only papers for which the applicant is the first author are counted; if the applicant is the second author, their supervisor must be the first author.
Only research achievements from the date of enrollment to August 31, 2025, and affiliated with the School of Marxism, will be recognized. Previously submitted works in earlier evaluations will not be counted again.
Only formally published papers qualify (acceptance notices are not considered, though they may be included as reference).
All required courses must be passed, and the weighted average score for compulsory courses must be at least 75.
6. Evaluation Procedure
Sept 10 — The university issues the scholarship notice and launches the evaluation process.
Sept 10–12 — The School establishes the Graduate Scholarship Evaluation Committee, composed of school leaders, faculty advisors, administrative staff, and student representatives.
Sept 12–17 — Eligible applicants log into the Shenzhen University Online Service Portal to submit the National Scholarship Application Form and upload supporting documents, including:
Printed and signed application form (double-sided);
Transcript (weighted average ≥ 75);
Copies of research outputs and publications signed by the supervisor (cover, table of contents, first page, and proof of inclusion stamped by SZU Library);
Certificates of awards and other supporting materials.
All materials must be submitted by 5:00 p.m. on Sept 17 to Room 2614, Liberal Arts Building, to Ms. Bian. Late submissions will not be accepted.
Applicants must also fill out the Graduate Scholarship Applicant Information Summary Table (National Scholarship worksheet) and email it to ljy0308202021@163.com by the same deadline.
Sept 18–30 — The School Evaluation Committee conducts the preliminary review and publicizes the results (≥5 working days). Approved lists are submitted to the University Evaluation Committee.
Oct 9–17 — The University Evaluation Leadership Group finalizes and publicizes the recommended list.
Students may appeal during the public notice period to the School Committee; unresolved cases may be appealed to the University Leadership Group.
By Oct 24, final results are submitted to higher authorities for approval.
Approved awardees will receive the scholarship as a one-time payment and a certificate of honor.
Part II. Social Scholarship
1. Eligibility
Full-time 2023 and 2024 master’s students (excluding those who have postponed graduation).
2. Type and Amount
Pengcheng Scholarship — a one-time award of RMB 10,000.
3. Quota
1 awardee for the School.
4. Requirements
Law-abiding, patriotic, and of good conduct;
All courses passed;
Demonstrated research innovation, outstanding achievements, and at least one of the following:
Awards in major academic competitions;
Publication in high-quality academic journals (ranked by number, impact factor, and tier);
Notable results in research projects or innovation programs (with supporting evidence);
Other academic or research innovations (with documentation).
5. Criteria and Procedure
Follows the same structure and process as the National Scholarship, with application submission through the university system and printed materials delivered to Room 2614 by Sept 17, 5:00 p.m.
The electronic “Pengcheng Scholarship Worksheet” must be submitted to 17306081269@163.com.
Evaluation and appeal procedures mirror those of the National Scholarship.
Part III. Excellent Graduate Student Cadre Award
1. Eligibility
Full-time 2023 and 2024 graduate students formally registered at Shenzhen University (excluding those who have postponed graduation).
2. Award Standard
RMB 4,000 per student per year, plus a certificate.
3. Quota
2 awardees.
4. Requirements
Candidates must:
Have served as a student leader at the university or school level, or in a public service organization, for at least one year;
Demonstrate outstanding performance with documented evidence;
Maintain good academic standing, with all courses passed;
Service in external public organizations for over one year may also qualify.
5. Evaluation Process
Follows the same timeline and procedures as the above scholarships, with materials submitted to Ms. Bian, Room 2614, by Sept 17, 5:00 p.m., and the corresponding electronic form emailed to ljy0308202021@163.com.
Additional Notes
Proof of publication no longer requires library-issued documentation — database screenshots are sufficient (see Attachment 4).
Only students who have passed all required courses are eligible; rankings will follow official academic records.
The evaluation adheres to the principles of openness, fairness, impartiality, and merit-based selection. Falsification will result in disqualification.
Matters not covered follow the Implementation Guidelines for the National Scholarship for Graduate Students and the Evaluation Regulations for the National Graduate Scholarship of Regular Higher Education Institutions.
For the Excellent Graduate Student Cadre Award, refer to the SZU Regulations on the Selection of Excellent Graduate Students and Excellent Graduate Student Cadres.
The Graduate Academic Scholarship evaluation will begin in mid-to-late September.
Awardees are expected to participate in university publicity efforts as ambassadors of excellence.
